If a sellside receives an order in a pending new state, then amends the price prior to sending back the 39=0 message.
Does the sellside send just the 39=0 message with the new details or is it required to send 39=0 then a restate message with the change that was completed? Checking out the Fix 4.2 spec it does seem to the be latter, but would like clarification. Thanks

Doing it in the second way seems to be OK for me.

I agree. Acknowledging an order with unmatched details sounds problematic to me. I would be afraid of receiving a DK or something.
