What all scenarios we get this message ?

For FIX 4.4 refer to Volume 1 - Common Application Messages: Business Message Reject.

A table is provided that indicates appropriate reject handling. The additional scenarios are also listed in this section.

A similar section is provided in the FIX 4.3 and FIX 4.2.

I recommend you look at the FIX 4.4 documentation as it provides better directions on usage of this message.
