Char does not fit!

Tag 139 ‘MiscFeeType’ states that it is a Char
Char is defined as a single alphanumeric character
Valid values for Tag 139 include 10, 11, 12

Should I:
a) substitute 10, 11, 12 with A, B, C
b) treat Tag 139 as a String

Anyone else resolved this issue?
Is there another thread I should be reading?
Is it safe to assume that all instances of the above anomaly will be treated the same?
