In FIX4.1, there is at least one new value allowed for tag 18 which is U - I just wanted to make sure I understand what it means when 18 is set to U. Is this meant to instruct an ECN to display this particular order in NASDAQ?

Correct. However, don’t forget to look in Rule11Ac1-1/4 for detail.
