Is there any way we can tell by looking a piece of pkt hexdump whether it contains a valid FAST message or not?

the short answer is no. There are some heuristics that can be applied to determine if a packet contains part of a FAST encoded data stream, but due to the nature of FAST data it is an educated guess at best.

I suggest you take a closer look at a few of the current data feeds and do some pattern analysis. You will find recurring patterns, but you will need access to the relevant FAST templates for the specific stream in order to verify and decode the stream.
