Hi Tom,
By your question, I assume that the hedge fund doesn’t have a FIX engine at present.
We provide an Excel to FIX add-in (http://www.xlfix.com). This
generates FIX messages out of Excel.
Alternatively, there are a wide range of FIX engine vendors
http://www.fixprotocol.org/products/
A lot of them provide XML adapters.
Also, there are several open source FIX engines:
QuickFIX (http://www.quickfixengine.org/)
B2BITS http://www.fixprotocol.org/vendors/4733
Also, Ullink or NYFIX provide services for free if you use their networks.

Tom,
Technically you don’t need to implement a FIX engine on both sides. You can use MQ Series to send FIX or FIXML formatted messages back and forth. However, since most participants have embraced the FIX session, a small investment now will provide a lot more flexibility down the road.
We have a service called FIXtp which allows hedge funds to go to a secure web page, upload a file output by their application, and send it via a FIX session to the broker. With our service the hedge fund can use the web, ftp, or an Excel Add-in without having to implement a FIX engine.
