FIX tag 452 and it's values

Can you please explain the disparity between the FIX 452=4 and 452=21.
Both are referred to clearing firm. So when it comes to collateral inquiry from the clearing system, do we need to use 452=4 or 452=21 to denote the ‘Clearing firm’?

PartyRole(452)=21 is the “Clearing organization” e.g. CME or DTCC. PartyRole(452)=4 is “Clearing firm”, i.e. the clearing member of CME or DTCC that clears on your behalf, e.g. JP Morgan Chase.
