FIXML - Attributes V/S Elements

Hello,
We are making a FIXML 4.3 Interface I was going through the specifications of the FIXML and one thing which struck me is that say for e.g. in MesgType = D ( FIXML = Order) there are many fields which are defined empty and the value comes as an attribute of the tag say for e.g. <CURRENCY Value = USD/> I read somewhere a interesting discussion whether to keep the it as attributes or Elements … Is it ok if we keep <CURRENCY>USD</CURRENCY>
