There was some discussion previously of the desirability of implementing a mechanism to fragment one logical allocation across multiple messages (see ‘allocations’ discussion). It doesn’t look like that made it into the first draft spec - can that feature still make it into the final release of the spec?

Another element that would help us confirm that a collection is complete is "LastSegment" - applicable to all segmentable messages.
