Heartbeats and tag 112 (Test Request ID)

Should it be considered an error if tag 112 is present on all heartbeat messages, including those not in response to a test request from the counterparty?

I know Financial Fusion had a problem with this, but their latest version fixes this and only sends this tag on solicied heartbeats.

I don’t think the spec specifically states that this is illegal, but for what its worth I think should be considered an error.
