how to register user defined tag?

hi,

i have one user defined tag which is related to security definition response and presently we are using it between two FIX 4.2 user partys as repeting tag in security defination response message.

to prevent any other party to use the same tag i want to register it in FIX as user defined tag. I want to know

  1. what is the process for the same ?
  2. whom to contact ? any charges ?
  3. is there any minimum criteria or validation required for registration of a tag ?
