Can you clarify which page you’re looking at? I’m looking at the hyperlinks to the SP2 specification at this page:
http://www.fixprotocol.org/specifications/fix5.0sp2spec

And under the Specification section the hyperlink for FIX-5.0_SP2-Vol-2.pdf is correct:
http://www.fixprotocol.org/documents/4484/FIX-5.0_SP2_VOL-2.pdf

FIX-5.0_SP2_Vol-2 has the following hyperlink to the specification for

Hi Lisa,
I am referring to the SP2 Specs at
http://www.fixprotocol.org/specifications/fix5.0sp2spec

The specification in the word document format that I referred to can be found in the zipped archive at
http://www.fixprotocol.org/documents/4490/FIX-5.0_SP2_Word.zip

On Page-8 of the FIX-5.0_SP2-Vol-2.doc document the link for accessing the FAST Session Control Protocol Document needs to be updated. The corresponding pdf document(FIX-5.0_SP2-Vol-2.pdf) also has the same incorrect hyperlink.

I believe the particular resource (FAST SCP document v1.00) has been moved and replaced by v1.01 document. Hence the need to update the SP2 specification with the correct link.
