When the other party sends a “Resend Request” message with a BeginSeqNo and EndSeqNo, does the Heartbeat messages having MsgSeqNum falling between BeginSeqNo and EndSeqNo, have to be resent also? Isn’t this redundant ?

No. The Sequence Reset - Gap Fill message is used to skip over certain administrative messages you do not want to resend, or certain business messages (like orders) that you do not want to resend.
