Are there any plans for standard messaging of voluntary Corporate Actions that are not related to trade messages, e.g. rights offering, tender, dividend reinvestment?
There are no plans in FIX to support these activities. These are well covered by ISO 20022: http://www.iso20022.org/securities_messages.page

Indeed. The ISO 20022 Corporate Action messages are being used by an increasing number of market infrastructures and their participants such as DTCC, ASX, SGX, TSE, etc. The rest of the community is using ISO 15022. Corporate Action ISO 15022 and ISO 20022 are, for most (all core) activities, backward compatible. It means that they are just different technical representations of the same business functions and can therefore be easily integrated. Similar to the traditional FIX (tag=value) and FIXml interroperability. All Securities Event (CA) ISO 20022 and MT56x (CA) ISO 15022 messages specifications and published market practices are available for free on www.swift.com/mystandards on top of www.iso20022.org and www.iso15022.org.
