Can a New Order make a Transition to a Cancelled Order. eg I receive a cancel request on an Order where no fills have been reported yet . Can I accept the request and Send an Execution Report with OrdStatus = Cancelled and ExecTransType = New.
Or do I need to report the transition to Pending Cancel , before the Cancel request is accepted. I am asking this question since I do not see this state transition from New to Cancelled in the Order State Matrix (4.2 and 4.3). Am I making a mistake. I am using FIX 4.0.

When the matrix isn’t clear, it is suggested looking at the much more complete matrix in the 4.2 spec.
If the sell-side is cancelling the order because of a CancelRequest - ie. a solicited cancel, then normal practice would be to send a PendingCancel first and then a Cancel.
If it is an unsolicited cancel - perhaps there was a phone conversation rather than a CancelRequest message, then no PendingCancel is necessary.
