This is what the spec. says about PossResend: “Indicates that message may contain information that has been sent under another sequence number”. Today I saw a logon message including PossResend with a value “N”. Since the spec. doesn’t specify the possible values of this field, I assumed that the flag is set.
Is it possible to refine the definition of this field in the next rev. of the spec. either with possible values or with a statement that the very presence of the field means that the flag is set.

We should indicate that this is a Y/N field. However, for everyone’s future benefit, I know of no field in the FIX spec that does not have a value associated with it. In other words, the mere presence of the tag carries no pertinent information.

The spec clearly states in the Field Defintions section that this field can only contain Y or N as values. Language does exist, however, referring to PossDupFlag or PossResend being "set". The intent was that "set" means specified with a value of Y or "on". FIX 4.1 will specify "set with a value of Y". One should be expected to handle the other two cases : set with N or not specified as the opposite of Y.
