PUBLIC COMMENT PERIOD - CME Regulatory TradeIDGrp Extension

The Global Technical Committee has reviewed and preliminarily approved the CME Regulatory TradeIDGrp Extension. This gap analysis proposal submitted by Thomson Reuters proposes to enhance the PartyAction(35=DI) messages recently introduced in EP171 to support Prime Broker administrators’ functionality.  This would allow the prime brokers to programmatically manage trading activity performed by their Prime Broker Clients.

The two main business drivers behind this gap analysis are as follows:

To allow Prime Broker Parents to Halt, Suspend and Reinstate FX trading on a per asset class basis across any of their Prime Broker Clients (PBCs).  To support this workflow the proposal seeks to add InstrumentScope component , MarketSegmentID(1300) and MarketID (1301) to the PartyAction(35=DI) and PartyActionReport(35 = DH) messages.

To enhance regulatory reporting requirements by allowing users of the Matching API to specify whether or not their orders are being entered by a manual trader or programmatically via an automated execution algorithm. The proposal is to add the ManualOrderIndicator(1028) tag to ListOrdGrp component which is part of the NewOrderList(35=E) message.

The document now enters a public comment period in which public review and feedback is encouraged. Once the public comment period closes, the Global Technical Governance Board will meet to review public comments before final approval.
