I want to add Number of repeating notes fields (Custom Tag 9610) as follows:
9610 NoNotes 2
9611 NoteType SHORT
9612 NoteId 3
9613 NoteText SNOTE3
9611 NoteType SHORT
9612 NoteId 4
9613 NoteText SNOTE4

My question is which generic group should I add this tag to be send repeating group(TAG:9610) ?

You’ll probably need to create a custom message first and then create a repeating group within it. That tag doesn’t appear in any of the std FIX messages.
