SCP 1.1 Ns Optional?

In Appendix 2.3 of the SCP 1.1 specification, the templates used in SCP are defined in XML. In the definitions for TemplateName and NsName, Ns is not optional, yet it is an optional attribute in the XML Template Schema. Was this overlooked or is there a reason for this?

Nevermind, I found the part of the spec that answers this question:

6.2.2
Names are represented by the NsName type and are always fully defined with both namespace identifier and local name.
