I am happy to report (maybe I am the last to find out?) that there are currently no intentions to change the SEDOL numbering scheme just because of the introduction of the Euro. In an earlier message, I had mentioned that Bloomberg (and maybe other non-RIC code users) would potentially have to require an additional means of ID for European securities. This is due to the fact that distinction of exchanges for non-RIC codes cannot be done with the help of Currency anymore.
I have been informed that SEDOL does not currently plan to change their numbers, which means that even after the introduction of the Euro, we will still have unique SEDOL numbers across listings. This is also the case for securities that trade under the same symbol, in the same currency (Euro), but on different exchanges. This makes identifying a security in a non-RIC world easy again.
