Hi

Given that a sell side OMS is down, is the most appropriate action to a message comming in to reject it at the session level, with the reason given as ‘Target system not available’, or something to that effect?

In FIX 4.0 (which is the name of this Discussion forum), sending the session-level Reject message as you described would be the appropriate way to handle that.

Note that in FIX 4.2 and beyond a "Business Message Reject" was added which is different from the "Session-level Reject" (renamed "Reject" message). The appropriate response in FIX 4.2 and above would be to send a Business Message Reject with BusinessRejectReason=Application Not Available.
