Steps to follow after FIX process/machine failure .??

We have a couple of questions regarding a Fix machine recovery. We are dealing with 4.1 & 4.2

  1. After a recovery, Can "ACCEPTOR" respond LOGON RESPONSE with RESET_SEQ= "Y" (in response to a LOgon request RESET_SEQ ="N")?

  2. Is it OK to send LOGON with RESET_SEQ ="Y" and MsgSeqNum other than 1?
