For "New Order - Single" why is Symbol a required field when the security can be described with SecurityID?

If the ticker symbols are unavailable but a security id (ISIN for instance) is, what is the appropriate course of action?

Populating Symbol with the SecurityID value (ISIN) is the best courase of action in your example).
