Tag 576 (NoClearingInstructions) is a counter tag of repeating group which contains tag 577 (ClearingInstruction). So if only tag 577 is present - message is garbled. Tag 576 should be used before tag 577.

present - message is garbled. Tag 576 should be used before tag 577.

Vol. 1 pg. 19 of the FIX 5.0 Specifications gives an example of a repeating group. In it, the comments for the NoXXX field claims that the NoXXX field os required if any of the repeating group fields are present. So, if we follow the example, tag 576 is required if tag 577 is present.
I see your point, though. Perhaps this issue has been resolved somewhere in one of these forums. My advice: If you want to stay out of trouble then always populate the NoXXX field even if its value is 1.

In a repeating group construct, the NoXXX field is required if any of the fields within the repeating group is used, even if there is only one instance as Greg pointed out.
If you need to use tag 576 you must populate tag 577, even if 577=1.
