Unable to reconnect using an external .INI file

When I do not use an external .ini file (the connection parameters are set at design timer), I have no problem connecting and then reconnecting. But when I use an external .ini file, I cannot reconnect without exiting out of the application completely. I am using an OLE control in a PowerBuilder 5.04 application using FIX version 4.0.1. Is it possible that I am missing a parameter in the .INI file?
