USBMA - Stipulations for Repo's

There are a number of stipulations for Repo’s that fall ouside the values for tag 233 and tag 234. The question I have is: when implementing new values (not new tags) is there a place to register them or do people add a new tag/value pair?

Stipulations were meant to be dynamic and not constrained. But to make sure new values will be published in the next spec file a note in the discussion "4.4 Changes" on this website.
