I was sure that 211 should contains a price offset. But now a new counterpart wants me to send a number of ticks instead.

Who is correct?

I believe that you are right for FIX versions up 4.3. He is right for versions 4.4 onwards when field 211 was renamed from PriceOffset to PegOffsetValue and associated with PegOffsetType (836) which could specify different kinds of offset: price, ticks, etc.

Sorry - field name of 211 was not changed - its type was. But I think that this is still the issue here.
