Not a very qualified answer but: a transaction does not have to be a trade. To enter a new order or to cancel an order is also a transaction. In this specific case the differentiation is done via the ExecType tag (new, cancelled, trade).
But maybe I misunderstood your question. Can you give an example? The term “transaction” has a different meaning in different contexts.
