any decimal place identifiers in FIX 4.2 or 4.3?

Does FIX 4.2 or 4.3 allow you to define the number of decimals allowed and reject all messages that don’t meet the requirement?

if so, would a FIX4.2/3 compliant FIX engine take care of rejecting them or do you have to take care of it at application layer?
