Do some API functions exist we could use in order to communicate with FIX protocol ?

That is the functionality of a "FIX Engine". There are commercial and open source FIX Engines (see "Vendors", "FIX Engines") or one could write their own. See "More Information", "Presentations", and the 4 part FIX and FIXML Training Class presentation from Feb 2001 for more technical details.
