Is tag 150/151 mandatory while sending a status message(20=3) on FIX 4.1??

Yes, ExecType (150) and LeavesQty (151) are required on Execution Report even if ExecTransType (20) is Status (value 3). I would suggest setting ExecType = "New" when using ExecTransType = "Status". LeavesQty should be the qty open on the order.
