Hello,
I was recently certifying with a non-exchange US equities venue. When an order is canceled and you bust the partial fill of that order, should that order go back into the status of a live order or stay canceled?
Workflow:
- Order Single
- Execution New
- Execution Partial Fill
- Order Cancel Request
- Execution Pending Cancel
- Execution Canceled
- Execution Bust where ExeRefID refers to the Execution Partial Fill.
Please advise.

In my opinion once you got a cancel confirmation that means the rest of the order after partial fill got cancelled.
Now when it comes to the partial fill which got busted,does not make the order live as the quantity of modification should be with in the limit of the partial fill and hence the whole order can not go live and the corrected fills should receive 150=1 and 39=4 that means the order is in cancelled state while receiving the fill.

Here you are canceling the remaining qty and then busting the partial fill. In this case the partial fill qty should get opened.
Your Order status should be open and execution type should be partial fill.

I do not agree to your point that this will make the order open as we are correcting a fill which is already done and rest of the quantity is already cancelled,and when u bust a fill there must be reason like you want to correct the qty or price and if the sales trader is getting the fills at a better price he can sent it but how does it make the cancelled order to be in open state?

When you do a bust the partial fill the order gets opened at the OMS not at the exchange level. This time your order status will be open and execution type will be partial fill.
After this you can correct the qty/price.
I do not agree to your point that this will make the order open as we are correcting a fill which is already done and rest of the quantity is already cancelled,and when u bust a fill there must be reason like you want to correct the qty or price and if the sales trader is getting the fills at a better price he can sent it but how does it make the cancelled order to be in open state?

When you do a bust the partial fill the order gets opened at the OMS not at the exchange level. This time your order status will be open and execution type will be partial fill.

Look at the leavesQty. If it is greater than zero then possibly your counter party considered the leavesQty to be open.
As always though, you and your counter party should agreed upon and state the intent in your rules of engagement.
