Conditionally Required Fields

i have the following doubts regarding Conditionally required Fields of FIX4.2 .
please help.

  1. in the Standard Message header on pageno:26&27
    There are fields with idTags 212 and 213, here it’s given
    if 213 is specified 212 must be present,can we take it in viceversa,
    (ie should we assume that if 212 is present 213 must also be present ? or can
    there be a message with only 212 present and 213 not present ?)

  2. Also according to spec 212 and 213 must be in the consecutive order,if there
    are not in consecutive order what should we do ? should we reject the message ?
    (This kind of case seems not being discussed in the spec)

3)Also in the same Standard Message Header there are two fields with ids 90,91
here it’s not clearly given 90 is a conditionally required field ? should we assume it as a
conditionally required field ? (actually there are many instances in the spec where it’s not clearly given
whether it’s a conditionally required field).

4)Also many times in the spec it’s given like

Must be set if XXX field is set or
Required if XXX field is present

do these situations also refer to conditionally required fields ? if not what are they ?
