Are you referring to reporting trades done via another non-FIX means (i.e. proprietary trading terminal, telephone, etc.)?
If so, yes. The party reporting the trades just sends Execution Reports for them. ClOrdID is generally left blank in this case, as the orders generally have only one ID associated with them, unlike FIX, where both the buy side and the sell side assign an ID (ClOrdID and OrderID, respectively).
