The 4.1 specification indicates that AvgPx (tag 6) and LastPx (tag 31) must be within the range of 0 - 99999999.9999. Does this supercede the specification’s 15 significant digit limit? Also, are 4 decimals the required number, or the maximum? Does this range also apply to version 4.0?

The spec specifies all of the "price" fields that way, however, the number of decimal places are not limited to four. It is important to note that the value should be specified in decimal format vs. scientific notation. The precision used should be a factor of business/market needs and mutual agreeement between counterparties.
