Multiple Pending Cancel Replaces

Is it acceptable to reject intermediate cancel replaces and accept the final one?

For example, a new order is received, then a first cancel/replace, and then a second cancel replace before the first cancel/replace has been accepted. (See example 20 in volume 4 but message 9 would accept Z instead of rejecting it)

I would say that is possible. The first request could be violating a size/price/… rule whereas the second was valid. The reason I think it is ok to accept the second one even if the first has been rejected is the fact that the pending replace message (8) on the table has OrigClOrdId equal to last accepted ClOrdId. What do you reckon?
