The session level fix test case 2c (spec volume 2) says that, on receipt of a message with MsgSeqNum lower than expected, the expected behavior should be to disconnect without sending a message. Would it not be preferable (or at least allowable) to send some message (like a logout or a reject) indicating the nature of the problem before terminating the connection, so that the offending party will have some notion of the reason for the disconnect?
