TransactTime (FIX tag 60)

According to FIX 4.2 Specification Document, the element TransactTime (FIX tag 60) is required in New Order – Single message type. Yet in order.dtd (version 1.1) this element is missing. Is this correct? If so, why?

DTD version 1.1 is based upon FIX 4.1 in which TransactTime was not required. We made it required in FIX 4.2. When the DTDs are updated to match FIX 4.2 this should and will change to be required.
