How are the SenderCompID and TargetCompID used within the Allocations Message Header? Is it the Firm Name? FINS numbers?

Consistent with the FIX protocol, the SenderCompID and TargetCompID are the values pre-agreed upon by the two sides of the connection. They do not change from one message to the next. Most likely one’s implementation would cross ref them to the firm identifier necessary for specific processing.
