v3.0 Reject messages

Should the sequence number be incremented
for version 3.0 Reject messages ?

All other 3.0 admin messages do not increment
sequence numbers as defined by the 3.0 spec
but page 8 does not positively state what should
happen for Reject messages either way.

You are right that this was not totally clear prior to 4.0. The rule of thumb would be that if the message can be resent via a ResendRequest it would need to increment sequence number. From my experience, most FIX 3.0 implementations out there increment seq num for Rejects.
