Why Symbol and Side are not in DTD for OrderStatusRequest?

According to FIX 4.1, Symbol and Side are valid tags for Order Status Request, but they are not included in DTD for OrderStatusRequest, Revision:
1.1.0. Why?

I checked the FIXML4.2v1.1.dtd.

You’ll find Symbol as part of the Instrument content model. Side is included in the OrderStatusRequest content model.

Yes, it is the Symbol and Side are not included in Order Status Request in DTD ver 1.1 based on FIX4.1.

This fields are included in DTD ver 1.2 based on FIX 4.1, so try to use new DTD version.
