What is the difference between the different versions of Fix?
Alternatively, why do new versions keep getting released?

Your question is too broad to get a meaningful answer. Differences are typically that new messages, fields and valid values are being added from one version to the next. This is just like a software vendor releasing new versions of his product with new features. It is like a tool box that grows over time. Older versions of FIX also changed semantics here and there, i.e. how certain business functionality is expressed.

FIX issues new “releases” (called Extension Packs, Service Packs and Versions) based on requirements from the user community that are not yet covered by the current FIX specification. This includes new regulatory requirements that need to be covered.

Another factor to consider in your research is that some clients/organizations will only support certain FIX Protocol versions.

For example, I recall working with one organization this past year who wanted to use FIX Protocol version 4.2 and nothing else.
