Have a look at http://www.xlfix.com for a commercial product.
It is based on the open source QuickFIX engine.

NYFIX has 2 FIX engine products that integrate with Excel – the Appia FIX Engine and Instant Integrator. Instant Integrator provides order state management logic which would allow you to integrate with FIX faster.
