Fix tag 47 rename to Order Capacity

Fix 47 currently has the definition of ‘Rule 80A (a.k.a. Order Capacity)’.
NYSE Rules and Compliance has determined that Rule 80A is obsolete and would want the name for tag 47 changed to ‘Order Capacity’. NYSE uses Fix 4.2, but the change is requested to be implemented in any central Tag definition documentation as well as all documentation in all Fix versions going forward.
