FIX Technical Committee Membership Terms and Qualification Criteria

Introduction:
The purpose of this document is to detail the terms of participation
in the FIX Technical Committee (FIX TC) and to define qualifications
for membership.

Committee Responsibilities:

  • Maintain official FIX Specification
  • Serve as final arbiter on issues related to the technical
    contents and implementation of FIX. Decisions on business related
    issues will remain the responsibility of the Steering Committee.
  • Coordinate protocol development with non-US FIX Technical Committees
  • Formally record and introduce to the committee issues raised by the
    FIX community
  • Maintain various communication vehicles to support distribution of
    the specification, meeting agendas, minutes, etc. (web page, email
    list, etc.)
  • Participate in, and respond to, discussion items posted on the web page
  • Chair semi-annual open technical forums
  • The committee meets regularly (approximately every six weeks) at
    member firm offices rotating between Boston and NY. Each
    participating firm agrees host meetings and provide documentation of
    the meeting proceedings.

Committee Structure:

  • The FIX TC is a permanent sub-committee of the FIX Steering Committee
  • Co-chaired by buy- and sell-side representatives elected by the
    Steering Committee
  • The committee is comprised of one representative from each Steering
    Committee firm plus two outside members elected to one year terms
    (see qualification criteria below)
  • The FIX TC can organize ad-hoc working groups as needed to recommend
    protocol changes to the FIX TC and Steering Committee
  • Issues are decided by simple majority vote of Technical Committee
    members. Ad-hoc participants are not eligible for voting. Members
    or their designees must participate at meetings to vote.

Membership Qualification (non-Steering Committee members):

  • Two non-steering committee members will be elected by the Steering
    Committee based on:
    • Prior experience deploying applications utilizing the FIX protocol
      into a production environment.
    • Demonstrated commitment to FIX with dedicated development and support
      staff conversant in the protocol and its application
    • Prior involvement in FIX ad-hoc working groups or Technical Committee
      meetings
    • Manpower commitment to participate in regular meetings and working
      groups as assigned. Persistent non-participation will be considered
      grounds for dismissal from the committee.

Application Procedure:
Firms interested in participating in the FIX TC should submit a written
request outlining prior experience, commitment and how the inclusion of
the firm in the group would benefit the development of the FIX protocol.

Requests must be received by December 19, 1997. All firms requesting
membership will be considered at the next FIX Steering Committee meeting
scheduled for January 14, 1998.
