Flat to Fixml conversion

Hi,
I plant to convert flat file into fixml, I have some programming tools to do this, but does customer need to provide me .xsd or other description first. I have flat file format with field description.
Am I missing some other info? What the minium set of requirements to start with?
Will appreciate your info, maybe there ar some tools already on the market that do this?

Do you want to go from FIXML into some flat file format? or From FIXML into a flat file?

There are tools out there that do this, and I have done a similar thing using a XML data binding tool (Liquid technologies - though there are plenty of others) to take the FIXML schema (.xsd) from this FIXProtocol and churn out c++/C# classes which I then used to handle the data in Flat format.
