Lack of Business Message Reject in 4.1

The Business Message Reject application message was added in 4.2 and the specification identifies when to use it (e.g. to reject IOI, Advertisement, News, etc.) and when NOT to use it (e.g. to reject Orders).

Looking at the 4.1 spec., I can’t see how one should reject a News or Email message that fulfills the session level requirements but then fails application-level validation. Anyone working with a 4.1 implementation know how to handle this?
