I have a question regarding Tags 22 and 48.
We currently use 55 for symbol for US based securities. We are now working on an ititiative to pass non-US based securities.
I understand that that tag 48 should be populated in this case (we’ll use Sedol format), and 22 should be populated with “2” to reflect that 48 is populated in a Sedol format.
My question is: when 22/48 are used, do we still need to pass tag 55 (since it is a required tag)? If so, can it just be populated with the same value in 48?

You can use the same value in Tag 55, but it is better for your counterparty if you can use a market instrument level code in Tag 55, Sedol numbers are not always unique so your counterparty will in some cases need more information to ensure the correct stock is identified or they will default to a primary listing which may be not what you wanted. RIC codes are a popular code to use in Tag 55 to provide this detail, Alternatively you can provide a market code in Tag 100/207 to help with identification.

Well, according to FIX protocol, if tag 48 and 22 are present, then Tag 55 is not needed. But since it is a required tag, a value in 55 is needed but their engine should not validate that value (so technically speaking you can pass ANY value in 55). It will pull the info from 22 and 48 only.
Different systems will behave differently but the logically, once 22 and 48 are coming in they need to be used as the golden source and security should be looked up based on this information. tag 55 will still need to be sent. You need to make a decision if you should depend on 55 if 22/48 combination fails. My recomendation is no and it is better to reject back the order.

Adding up to the answers given, if you have no meaningful data to be sent on tag 55, it should be filled with “[N/A]” (without the quotes).
