Hi, I know of a firm pragma (www.pragmafs.com) which provides an out of the box algo trading engine and a corresponding API. I believe they also have a service model in place, if you just want to route to their algos.

Take a look at Apama (now progress software) and RTS (rtsgroup.net). Both provide algo trading capabilities. RTS has an execution api and connectivity to various exchanges. Apama on the other hand provides only an “event” engine - you have to integrate it yourself with some execution layer.
