What is the difference between IOC and FOK?

In TSE and Montreal Exchange, FOK is defined as “Will trade as much stock upon entry to the system, but will immediately kill any unfilled volume”. Isn’t it more like IOC? So what’s the difference between IOC and FOK? I am confused. Could any body give me a hand?

FOK orders require the whole order to be executed

IOC orders require any portion to be executed immediately and cancel the
rest.

Some exchanges make up their owndefinitions, but use other controls to make
an order behave a certain way.
